Preheat oven to 350F (180C). Spray a 9 x 13-inch casserole dish with cooking spray and set aside.
Cook noodles according to package instructions. Drain and set aside.
Meanwhile, in a large bowl, stir together softened cream cheese, cottage cheese, sour cream, and melted butter. Set aside.
In a large skillet, cook the ground beef over medium-high heat until no longer pink. Drain excess fat. Return beef to the skillet and add onion, bell pepper, diced tomatoes, tomato soup, and Worcestershire sauce. Stir to combine.
Place ½ of the cooked pasta in the bottom of the prepared baking dish. Top with ½ of the cream cheese mixture and ½ of the meat mixture. Repeat layers with remaining ingredients. Top with shredded cheese.
Bake, uncovered, for 25-30 minutes, or until heated through.
