Preheat oven to 375°F.
For Batter: In medium bowl, stir together pancake mix, water, sugar, applesauce, egg, cinnamon, and nutmeg until blended. (Do not overmix.) Fold in raisins.
Spoon batter into lightly greased or paper-lined mini muffin pan.
Bake about 10 minutes or until toothpick inserted into center comes out clean.
Allow muffins to cool completely.
For Glaze: In a small bowl, combine confectioners' sugar, maple extract and milk; stir well. Dip tops of muffins in glaze. Allow glaze to set before storing in air-tight container.
